這次的信件發的時間點比較聰明，跟上美國移民抽籤的申請開始日期。
發信人署名為U.S. Department of State    信箱地址是dvs@kccusafis.org。
這次我倒是不是很訝異他怎麼拿到我的資料的，想必還是當年好奇亂填的資料老調重彈。
不過這次比較壞，當年都說你很有機會中獎，這次直接說你中獎了！（放屁明明就還沒開始抽＝＝＋） 按照慣例將原文翻譯照刊（只做個人資料修改）給大家參考，切記，美國移民綠卡樂透是可以自行申請，而且是免費的！

案例三  國務院發出的信件

不知道對方怎麼拿到我的信箱和資料（買到或拿到是說也很簡單），今天早上我收到一封信自稱他是US州政府的來信

以下為來信原文照刊(只將個人資料消除及個人註解）

對方首先取信於你，我可是有你的資料的，這樣就完了？沒那麼簡單。
大家現在都很聰明，知道移民樂透不用錢，所以接下來要解答疑惑

搭槍！重點出現了，重點就是，我要跟你收錢，這傢伙更過分，直接說你中獎了只要繳錢就可以拿到，相較起來ＵＳＡＦＩＳ還比較有良心，只告訴你“得獎機率很高！”而已。（而且ＵＳＡＦＩＳ價錢還比較便宜，嘖嘖）

接下來是一段引用美國政府對於此簽證的資格說明（但網頁很有趣的是連向美國做給留學生網站Education USA），並且告訴你，拿到綠卡會擁有許多優惠，比方說承認學歷轉美國學校...只要你付了錢～。

付款後的確認方式，為什麼要這個呢？因為只要有以下的資訊，對方只要去任何一個西聯會款取款點領款就行，地址是不需要的。所以就算他要寫台灣外交部也沒問題！（有這麼貼心嗎？）順便附上台灣西聯會款取款說明網頁

個人意見：關於這封信，我覺得有幾種可能的詐騙方式。
1. 你匯的錢我沒收到。
2. 收到了謝謝你，會短期內跟你進一步聯繫，然後再也找不到人。
3. 這個手法是ＵＳＡＦＩＳ為了因應通貨膨脹演變出的新收費方式，之所以匯這樣猜是因為信件一開始顯現的資料和ＵＳＡＦＩＳ擁有的資料相同。要不是同個公司分出來自立門戶，就是ＵＳＡＦＩＳ換人接手了。

案例一 用詐騙方式假冒政府機構，並索取不合理高額代辦金的代辦機構ＵＳＡＦＩＳ？

題外話這是正式的美國政府綠卡樂透（DV Lottery）網頁：2009年的已經截止囉：D～
如果有興趣請留意10月～12月，抽2010年吧～（不過聽說美國也在檢討這個法案要不要繼續就是了）

每年送件抽簽的時間大致上都是10月到12月間左右,當然必須以國務院公佈的時間為準,,只要台灣出生的可參加抽簽,每年都可參加的,但也是必須按規定每年送件的,不限次數,祝你中獎：P

今天大概晚上的時候純粹好玩，每次按美國相關的網頁的時候都會出現的廣告"美國綠卡移民計畫",突然想到有個認識的姊姊在美國填了相似的計畫，然後就真的拿到綠卡了，好奇這個到底是什麼，所以就連上她們的連結，還真的有模有樣，弄了美國的政府網頁樣版，有立即申請，還有評估網頁之，我不想申請但是我很好奇，所以就拿那個評估網頁來試試看，隨便填了電話跟電子信箱，沒想到真的打電話來了（早知道填手機，還可以看看來電號碼）

就在我準備要出門去診所換藥的時候，電話就打來了，對方講英文，一聽覺得不太像美國人，感覺很像接到大陸口音的台灣公司電話的感覺，可是我聽不出來是哪裡人，而且美國很多不同口音的人，所以就不疑有他繼續講，
他先確認我的名字，李x羊嗎?(嗯嗯)
然後確認我的動機，想申請綠卡嗎？（好阿）
然後就說他是綠卡計畫的人，我心想，見鬼，美國機構人有那麼勤勞，就不會有那麼多人唉唉叫了。
因為我填一填到後面要求要付款，就覺得不想玩了，不是免費的，所以沒有申請。但是他還是打電話來，所以就在他要我把資料填完，信用卡號碼給他的時候，我就告訴他，我要時間想一想，還有這個是填好玩的，你這樣打來我以為是詐騙電話...之類的。

很好笑，他還恐嚇我說，難道你不想要綠卡了（害我嚇一跳，雖然也沒想當美國人啦...)
你中選的機率很高喔！幾乎是百分之百，因為有75%的國家不能申請，所以你一定要加入...之類的
講得還真是有模有樣，但是我問他我怎麼知道你是不是真的，他就說她們有安全認證，而且使用Gmail不會有假公司（聽你在放屁，沒有的話台灣那些人是哪來的？）大概就在我跟他說第三次我需要時間想一想的時候，打電話的就跟我說，我找經理來跟你說，咦？感覺好像台灣的某種電話阿...。

然後又這樣盧了很久，各種理由藉口都拿出來了，
美國很好阿！ 拿到綠卡除了投票和選舉不行，其他的都隨便你阿~
沒有綠卡就不能在美國唸書～（屁啦）
你申請之後也要兩年2010才會拿到阿～到時候有的是時間慢慢想～（那反正都要那麼久我不會去美國填喔）
我們不是詐騙公司拉！這是政府辦的喔！！（那樣的話應該不會收錢吧？）
安全顧慮？真的～～亞瑪迅還有E背也是這個系統阿～～（詐騙會說自己騙嗎？）
我們公司在紐約，你的資格真的很適合～～～（謝謝你喔...這樣我去美國再自己填：D）
諸如此類的話不斷出現。

最後就在我堅持沒有信用卡，不拿信用卡，台灣銀行關門了之下，我要看看資料再決定之下，對方終於放棄。

心得：

原來我的英文聽和說還可以，雖然很破但是至少聽得懂六七成吧，還可以問問題，呼，只要臉皮厚一點，沒想像中爛，安心了安心了...。

還有，我還真的滿討厭趕鴨子上架的，不要逼我＝ ＝；。

另外，還好，我喜歡自己慢慢看說明說，還有我沒有信用卡：P 哈哈哈～

(2011/4/8 follow up：到現在他們還在寄廣告信，每封開頭都是恭喜你中獎了！（沒填哪來的獎？）真是鍥而不捨，不過通通都進垃圾桶了。）

然後，我上網收信（她們有提到寄信來，我說，那我想一想之後再利用信填完，還不可以勒！硬要當場就完成），順便google 一下這個公司（到最後他有講到她們是仲介公司），發現下面的東西，還有很多沒貼上來，也是相關的（受害？）資料。


※USAFIS移民美國-綠卡抽獎活動：
一、近來有民眾於上網時候，收到一封為「USAFIS移民美國-綠卡抽獎活動」廣告信函，由於美國政府每年會將一些「移民配額」交由私人企業辦理抽獎活動，而USAFIS辦理此項抽獎也頗具知名度，獲獎者可以獲得美國永久居留許可，拿到「綠卡」。
二、當民眾進入該網站，了解如何抽獎時，發現留有國際聯絡電話，民眾不疑有詐立刻撥了一通越洋電話，（門號分析應是大陸地區），對方謊稱欲參加抽獎活動。必須先申請，且必須在網站上登入個人資料，並輸入信用卡卡號及授權碼，民眾於輸入資料後發現對方無任何回應，此時卻由手機簡訊中得知，信用卡已遭盜刷。
民眾防範之道：
一、網路上虛實莫測，為避免被騙應確實掌握確實網站資訊，提防陌生及不明來路郵件。
二、USAFIS係為設置在以色列的私人公司，其站上的「關於我們」(about)裡有說明，他們是一個「私人」公司，跟美國政府沒有任何關係。也強調他們只是提供移民者最新的美國法律資訊及服務。（參見：http://www.usafis.org/about/）
三、本案所用為大陸地區越洋國際電話（13477104565），由於號碼冗長，一般人很難判讀發話地區，請撥165將可提供立即查詢結果以供參考。
四、申請抽籤移民簽證，不需填寫信用卡及授權碼，民眾切勿在電話或網路中洩露個人資料及信用卡號，因網路及電話便捷性，已成為詐騙歹徒最佳利器，千萬要保持高度警覺才能避免被騙。

如果你最近收到一份由美國國務院署名通知你已抽中美國移民抽籤的電子郵件，你已經是一場騙局的受害者了。

美國國務院簽證辦公室13日警告，國務院並不會以電子郵件通知移民抽籤的結果，也未授權其他機構處理，只有由Department of State, Kentucky Consular Center經郵局寄發的通知，才屬真實。

國務院呼籲民眾慎防不法分子利用移民抽籤行騙。簽證辦公室說，任何以移民抽籤名義收申請費的行為其實都是詐騙，而假冒美國國務院的名義詐取民眾身分資料，更是最新的騙行。

例如，某一詐騙集團假冒美國國務院發出電子郵件，主旨欄先以「恭喜! （綠卡移民抽籤）」字樣吸引收信者，而信件中盜用了美國國務院網站的標誌，甚至還放上美國國務院在華府的地址，試圖魚目混珠，乍看之下幾乎亂真。

不過這份通知上的用字及語法有許多疏漏、錯誤及不當之處，又錯誤跨越2005、2006兩個會計年度。

簽證辦公室表示，2006會計年度的多樣化移民（移民抽籤）中籤者，早已完成通知。而2007會計年度的多樣化移民本月5日才開始收件。該詐騙集團要求收信人兩周內使用usadvlottery20052006@walla.com聯繫。而國務院簽證辦公室指出，只有網址中有「.gov 」字樣的，才是美國政府使用的網址及網站。

該詐騙集團並有詐財及竊取收信人身分之嫌。除了敲詐索價750元外，假通知甚至要求收信者提供地址，並將其護照照片掃描傳送至該詐騙集團。

國務院指出，移民抽籤中籤者的移民申請費用為375元，而且是確定取得移民簽證者才須繳費。

從2005會計年度開始，每年五萬個名額的移民抽籤，全面電子化申請，台灣、香港、澳門的民眾，都有資格申請。移民抽籤詳情可見 http://www.dvlottery.state.gov。

互聯網廣泛流傳　贏取美國綠卡、機票與工作機會的傳言，指一個名為usafis機構設立網站邀請世界各地人士參加“美國綠卡抽獎計劃”，參加者只須繳交119美元（約435令吉）及提供信用卡資料。不過，《光明日報》向美國大使館查證後，證實這個計劃是個騙局。

這個網站聲稱，這項活動由美國國會通過的一項法案“多樣性綠卡抽獎”計劃，參加者一旦被抽中，便可以贏得綠卡、飛往美國的機票及合法工作的機會，已婚人士還可享有雙重機會贏得綠卡。

有關網站規定，申請人必須具有高中教育或同等教育、成功完成小學和中等學校共12年的課程、或在過去5年中具有5年工作經驗，所從事的工作需要至少2年訓練或經驗。

美國確有綠卡抽獎

據了解，大多數地區人民都有資格參加抽獎，包括馬來西亞、台灣、安哥拉、突尼西亞、阿富汗等。如果有意申請者的出生國不在名單上，也可利用配偶或父母出生國來註冊。

《光明日報》記者嘗試填上不同國籍、教育水平和職業申請綠卡，結果發現幾種申請都獲通過，例如，大馬人、大專畢業及目前有工作（符合抽獎資格）；土耳其人、不曾接受教育及無工作（不符合資格，但不代表不可參加抽獎）。

本報分別向網站負責人、美國駐馬大使館及國內事務副部長拿督陳財和查詢，發現美國確有綠卡抽獎計劃，但這項計劃完全免費，而且美國當局並未與任何網上機構合作。網民受促不要上當，以免破財。


美確有綠卡抽獎
但屬於完全免費

美國駐馬大使館新聞官員凱德琳接受本報訪問時指出，美國國會的確已通過綠卡抽獎計劃，讓全世界有意移民到美國的人贏取綠卡，不過這項計劃是完全免費的。

“這項計劃是為了讓不滿意本身國家生活的人，通過公平的幸運抽獎贏得綠卡，並居住在美國。”

她說，每年全球有550萬人通過綠卡抽獎計劃的基本要求，但只有5萬人成功獲取綠卡，和他們的家屬在美國生活和工作。去年共有76名大馬人成功獲得綠卡。

她說，美國政府不曾和USAFIS機構合作，有意申請美國綠卡，應向大使館或網站申請，不要輕易提供信用卡資料給不明的集團。

填表10分鐘後接電話
抽獎免費，服務要錢

《光明日報》記者在網站上填寫資料及提呈申請，約10分鐘後，一名自稱Ecan的美俄混血男子從美國打長途電話給記者索取資料。

不過，這名男子的英語生硬，記者一度懷疑對方身份，過後，換了另一名口操流利美語的女職員Lia和記者聯絡。以下為部分對話

記：記者／E：男職員／L：女職員

E：你好，我從美國紐約打來的，剛才你已經填妥我們公司的網上綠卡抽獎，經過審核，你已符合抽獎資格。

記：那我幾時可以知道自己是否可獲得綠卡？

E：抽獎還未開始，不過你須先繳付119美金的申請服務、資料檢查、表格正確填寫，以及準時將表格寄至正確的地址等方面的費用。

記：但是你們的網站已注明這是免費的。

E：抽獎是免費，但不包括服務費。

記：你真得是美國人嗎？為何你的腔調不太像？

E：因為我父親是美國人，但母親是俄羅斯人，你聽不懂我的英語嗎？請等等，我叫另一位同事和你談談。

L：請說出你的信用卡號碼，然後我告訴你的獎券用戶號碼及密碼。

聲稱客戶資料保密

記：但是網上注明，通過電子銀行繳款就行了。

L：若你在電話中告訴我，會有優先處理的優惠你不用擔心信用卡被盜用，本公司在美國的信用度和Amazon及ebay一樣，對客人資料絕對保密。

記： 讓我想一想。

L：你擔心什麼？每年有無數來自全球各地的人通過我們的網站申請綠卡，成功率高達65%。

記：我還是覺得擔心。

L：如果你不信我，那我先給你抽獎用戶號碼112907591，如果你告訴我信用卡號碼，我再給你登入密碼。

記：駐大馬美國大使館知道你們的存在嗎？我可通過大使館進行綠卡抽獎嗎？
